Add the first 12 ingredients into meat. Mix well and add sour milk.Pour quarter cup oil in a pot, add in meat mixture and mix well. Allow water to dry.Add 3 cups water and let cook. When meat is well cooked, add potatoes and peas, add in rice and top up with salt to taste.Add enough water to just cover the rice.Place in oven at 180.Mix in 20 minutes.Allow to cook till water has dried.
