-Preheat oven to 160 C. -Sift the flour, sugar and baking powder into the bowl of a mixer fitted with a whisk attachment. -Add the butter and ¼ cup of the milk. Mix on medium speed until smooth, about 4 minutes. -In a separate bowl, blend the eggs, egg whites, the remaining ¼ cup milk and the vanilla essence. Add to the batter in 3 additions, mixing for 2 minutes on medium speed after each addition. -Spoon into cupcake cases. -Sprinkle cinnamon mixture on top. It can also be swirled into the batter. -Bake for approximately 18-20 minutes. Icing : Blend all of the ingredients together until smooth and creamy. Pipe.
