No doesn't need to pre bake , it will bake as the res of the ingredients will come together , should bake for atleast 30 min or until completely done

Slms - Farhana ( cape town) - sorry sweety not sure where u can gt cutter in CT - try baking accessory section in major stores. If still no luck - use big scone cutters - fill one half - fold over an press edge with a fork (dip in flour to prevent sticking) - to seal edges. Hope this tip helps - take care.
